Modi launches Rashtriya Gram Swaraj Abhiyan to strengthen Panchayati Raj system
On the National Panchayati Raj Day, Prime Minister Narendra Modi has launched ‘Rashtriya Gram Sawraj Abhiyan’ in Madhya Pradesh to reinforce the panchayati raj system and tackle critical gaps that encumber its success.
|IMPORTANT FACTS ABOUT THE LAUNCH
>Rashtriya Gram Sawraj Abhiyan scheme has been launched in the Ramnagar which is a tribal dominated district of Madhya Pradesh.
>PM uncovered a 5 years’ proposal for the development of tribal dominated areas of Madhya Pradesh. As per the roadmap, Rs. 2 lakh crore will be granted for the areas that are under tribal panchayat.
>PM also laid the foundation stone of an Indian Oil Corporation operated LPG bottling plant at Maneri in the Ramnagar district.
>Sarapanches of those villages that have successfully achieved 100 per cent vaccination under Mission Indrashanush, 100 per cent smokeless kitchens and 100 per cent electrification under Saubhagya Scheme, were being felicitated by the PM.
>With the aim to strengthen the Panchayati Raj system across the country and to tackle critical gaps that encumber its success, Rashtriya Gram Swaraj Abhiyan is formulated.
>Both state government and central government will implement the scheme across the country.
>The scheme is designed keeping in view programmatic convergence with Mission Antyodaya GPs and 115 Aspirational districts as identified by NITI Aayog.
>To bring change on the Sustainable Development Goal (SDGs) and improving governance capabilities of the Panchayati Raj Institutions (PRIs), the scheme was introduced in the Budget 2016-17.
>Developing the roots: RGSA scheme from central govt. aims at making rural local bodies financially stable, self-sustainable and more efficient
>Attaining Success: The scheme will further bring accountability and transparency in the developmental work in rural areas and will strengthen the Panchayati Raj system across the country.
|ADVANTAGES OF THE SCHEME
>Digitalizing: The system will give attention to training, building facilities and upgrading initiatives for e-governance under the e-Panchayat Mission Mode Project.
>Development of tribal community: Panchayats have representation of Scheduled Castes, Scheduled Tribes, and are organizations closest the grassroots. Thus, strengthening Panchayats will promote equality and inclusiveness, along with Sociable Justice and economical development of the society.
>Focus on susceptible communities: The plan will bolster Gram Sabhas to operate as effective organizations with social addition of citizen specially the susceptible groups.
>Intensifying Panchyats: With this effective design, Panchayats will steadily be strengthened through incentivisation based on nationally important standards that may encourage competitive nature among them.
|RECENT DEVELOPMNENTS IN THE SCHEME
>Cabinet Committee on Economic Affairs has recently approved restructured Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA).
> Both center and state will have their effort in the restructured scheme.
>The effort from center includes national level activities such as ‘National Plan of Technical Assistance’
>The restructured scheme of RGSA will improve governance capabilities of 2.55 lakh Panchayati Raj Institutions to deliver on SDGs through inclusive local governance with focus on optimum usage of the available resources.
>All the efforts from center will be fully funded by the Union Government. Whereas, in case of all states, the funding will be shared by the center in the ratio of 60:40, excluding the the North East and Hill States, where a 90:10 state-center funding pattern will be followed. The funding pattern for the Union Territories will be 100 per cent.
A majority of population in India resides in rural areas, therefore supple steps should be taken by the government for the development of rural areas. With various schemes and governmental planning, rural local bodies can become financially stable, self-sustainable and more efficient. The Rashtriya Gram Swaraj Abhiyan will bring accountability and transparency in the developmental work in rural areas and will strengthen the Panchayati Raj system across the country.
